Recognition of professional qualifications in the EU. Certificate of conformity with Directive 2005/36/EC for unregulated professions in Romania
The certificate of conformity is issued to Romanian citizens, citizens of European Union and European Economic Area member states, as well as citizens of the Swiss Confederation, who have studied on Romanian territory and who request a certificate of conformity, for the purpose of practising, independently or as an employee, a profession that is unregulated in Romania.
In 2006, the Ministry of Education and Research, through the National Centre for the Recognition and Equivalence of Diplomas, was designated as responsible for implementing Directive 2005/36/EC in national legislation. By Ministerial Order, the Working Group for the transposition of Directive 2005/36/EC was set up. In accordance with Law no. 200/2004, as subsequently amended and supplemented, CNRED issues a certificate confirming the conformity of studies with the provisions of Directives 2005/36/EC and 2006/100/EC, for unregulated professions in Romania.
For the professions of doctor, dentist, pharmacist, general nurse, midwife, veterinarian and architect, the principles of automatic recognition apply, carried out by the relevant professional organizations and public authorities:
- the Ministry of Health for the professions of doctor, dentist, pharmacist, general nurse and midwife (see Certificate of Conformity for Doctors);
- the College of Veterinary Doctors of Romania for the profession of veterinarian;
- the Order of Architects of Romania for the profession of architect.
